Set up a provision for returns?

Company A has signed an exclusive sales contract with company B since 2009. In the contract, it is clearly stated that company B has the right to refund 2% of sales annually and not more than 10,000 USD.In 2012, Company A still agrees to let company B return 15,000 USD of the goods purchased from 2009 to 2011. Is it true that company A recorded a decrease in revenue and cost of 2012? If every year, company A makes a provision for returned goods, is it recorded in selling expenses in the period correctly?
